Myanmar state radio reports a weekend cyclone has claimed the lives of nearly 4,000 people with about 3,000 more missing.
Bands of residents in Myanmar's largest city are scrambling for supplies and chopping trees and branches.
They're trying to clear blocked roadways after Saturday's powerful cyclone.
And some are complaining the military isn't doing much to help
storm victims.
People are lining up to buy candles to provide light and seeking water since electric pumps are out. Public transportation is at a standstill, although some planes are flying.
Some older people say they've never seen such devastation in their lifetimes.
The power storm struck Saturday with 120-mile-per-hour winds.
Myanmar's military rulers still plan to hold a referendum on a
new constitution next week.
Critics say the draft constitution is designed to cement military power and have urged citizens to vote "no".
