South Carolina's attorney general says the governor must approve the use of federal stimulus money before it can be spent as the White House wants. The nonbinding opinion issued Tuesday by Attorney General Henry McMaster throws yet another wrench into South Carolina's potential use of $700 million in federal cash that the Obama administration
wants spent on schools and other programs.
Congress intended for state lawmakers to go around anti-bailout governors and use the money. South Carolina legislators planned on doing that because Gov.
Mark Sanford wants to use money to pay down state debt. McMaster says the governor has a say in how that portion of South Carolina's $2.8 billion in stimulus money is spent in the state budget.
