Mayor Otis Johnson proposed a compromise Thursday that would push off the adoption of a new Savannah city manager until January.
Also included in the compromise, keeping Rochelle Small-Toney as interim city manager until that time period.
Here are the details of the proposal:
1. Suspend current search until Jan. There will be a new mayor and city council members taking office then. A new process could be developed. The mayor said appointing a permanent City Manager at this time, in the heat of this controversy, unfairly injects that person into the political campaign for the next Mayor and Council.
2. Ask Acting City Manager Rochelle Small-Toney to continue to serve in that position with quarterly reviews, until a new city manager is appointed. She would be eligible to apply for the position. Johnson said this would allow the stable management of the city that we have seen over the past 9 months. It would provide the opportunity to once again, have her qualifications and experience judged against her peers. Finally it would protect her, if she is not selected as City Manager because she could return to her permanent position of Assistant City Manager.
3. All of this is contingent on the ability of Small-Toney to acquire the required 1 million dollar Public Official's Surety Bond.
The proposal has not been discussed with Small-Toney, the mayor said. The city council still needs to approve the plan. They are not speaking to media until after the meeting.
