Last week's once in a lifetime winter storm impacted air travel like never before.

A lot of the people grounded by weather were stuck on planes.

The Department of Transportation has heard the complaints of stranded passengers, and starting in April airlines that keep passengers on planes on the tarmac for three hours will face hefty fines.

Most airlines say passengers should expect cancelations if delays equal fines, and warn that many flights will be canceled at the first sign of inclement weather.

The passenger bill of rights goes into effect April 29th.
